How to fix CE-33984-7

The connection test timed out while trying to obtain your IP address.

Go to Settings > Network.
Select Test Internet Connection.
Restart your PlayStation®4 console and connect to the Internet using a wired connection if possible.
If you are using WiFi, try moving your PS4® console closer to your router and removing anything interrupting the connection between the devices.
Turn off your router and wait at least 5 minutes, then restart it.
If the IP address cannot be obtained, please check the Internet connection settings again.
