Cannot access PlayStation Network from PC or PS4

So a few weeks ago noticed that my PS4 reports errors when I click on Shop or on my account and test internet connection... Then I noticed that it's only happening from my home network... 

So I started to go through troubleshooting... Port forwarding and all that stuff didn't help... Called my ISP and they couldn't help... Now I noticed that when I click on "Sign in" on my.playstation.com when using my home network the website shows "The connection timed out" error screen with Sony header..

Basically the PS4 is unusable right now because it can't verify licenses against server. Any ideas how to fix this?

    Switch ISP?

    Seriously though it could be a blocked external IP address so try switching off your network equipment for 30 minutes and hopefully it will refresh the IP address, if you have any file sharing programs running in the background on any of your devices shut them down as they can often cause problems. 

    Finally if nothing works contact your ISP because sign in issues on both PS4 and PC does indicate a problem with your Internet connection.

    So had a talk to the ISP again.... they finnaly switched my public IP address and it worked.... they said that the previos IP I got was used by a lot of people 100 or so. It looks that for some reason Sony has banned that IP.

    If multiple users are using the same external IP for example at a university, apartments or barracks and attempt to connect to PSN it could be treated as a DDOS attack by PSN's security protocols and the IP address would get blocked.
