When turning on your PlayStation Vita system for the first time, press and hold the power button for 5 seconds.
When the power comes on, the PS Button lights up blue once and the initial settings screen is displayed.

Immediately after you put your PlayStation Vita system into standby mode, the power may not come on even if you press the power button. Please wait a moment and try again.
The PlayStation Vita system may not charge whilst in use when connected to a PC (depending on your PC's specifaction). Either turn off the power and charge the PlayStation Vita system for a while or connect the AC Adaptor.
The USB device or USB hub to which your PlayStation Vita system is connected may not be able to supply sufficient power to charge your system. If your PlayStation Vita system cannot be charged, connect to another USB port or device without using a USB hub.
If the PlayStation Vita system is on but unresponsive, press and hold the power button for more than 30 seconds to completely turn off your system. Please wait a while before pressing and holding the power button for five seconds to turn on your system.
Is the AC Adaptor connected properly? Connect the USB cable so that the PS logo on the cable is visible beneath the "PSVITA" logo under the touchscreen.

The battery has no remaining charge. Wait until the PS button stops blinking and lights up solid orange before pressing the power button again.
If the PS Button does not light up:
