If you don’t have access to your PS4, you can deactivate all of your PlayStation systems at once through account management on web browser. You can only do this once every 6 months, so we advise you to use the method above if you can.
You can reach Account Management in a number of ways:
Tap [PlayStation Store] on the home screen and go to [Online ID] > [Account Settings].
Go to PlayStation Store. Sign in, go to your Online ID at the top of the page and click [Account Settings].
If this does not immediately deactivate your system shut your system down and restart it. This will usually correct the issue.

You can only activate one primary PS4 on your account at any one time. However, you can temporarily activate as many PS4 systems as you like by signing into PSN and selecting [No] when prompted to activate as your primary system. You don’t need to deactivate a PS4 that you have temporarily activated.
Some features are only available on your primary system, so you need to deactivate your primary system to enable you to activate a different primary system.
