If you're in the habit of turning the power off before it's shut down you've probably damaged your hdd. You've managed to get it up and running before but over time it's probably become more damaged to the point now where it can't function.

The system itself is likely fine, but your hdd is very likely toast. Try a new one.

Nobody here can tell you that. If they're using your account customer support will assume its you so no point asking them either. 

What you could do is ring them, prove you own the account, then set up 2 step verification and changing your password while you're at it.

 Right then, turn on today and get logged out twice due someone using my account on a different ps4 but thats impossible without being hacked etc, changed my password and would like to know if this is a glitch in the system or are accounts being taken over.Who or where would be best to talk to about this?
