And this is not Just for russain..
Many langauge Will not be supported by  publisher as They will not want to pay for it due to lack of return..

This is Why JAPANESE titles would never be released in EU or NA because the publisher Never wanted to pay for the EU translation at ALL...

Every game of the japanese publisher released would never get even a English version done...
Its taken other publishers  to take the risk of doing the work and modification to the game and any DLC the Japanese developer then released..
Every langauage needs the DLC text to be altered as well...

Its also the other way around when the Russains release a title, they don't want to do every one of the 22 languages in the EU area ether....
Most of EU has to use the only other language of English they provided... no language packs for the french or spanish...
The russains said they provide English and to use that in EU...
